Com o início dos Estados nacionais na América, era contingente que se estabelecessem limites territoriais, tal como Bolívia e Brasil. Antes disso, aporias como a fuga de escravos eram motivos de estratégias e ações várias. Autoridades locais procuravam defender os interesses dos proprietários. A Bolívia, controversamente, se apresentava “como solo livre” da escravidão, mas mantinha em seu território escravos negros, além de seus habitantes cederem às recompensas de capturas de fugidos.
