  • Descrição: Concerns with geo-strategic and geo-economic competition have driven the European Union to map out several paths to achieve its objectives. The expansion of the EU's regulatory toolbox in the field of foreign direct investment demonstrates a striking change of attitude. Policy actions such as the FDI Screening Regulation, together with the proposed Foreign Subsidies Regulation, mark major milestones in pursuit of EU open strategic autonomy. This article attempts to delineate the concept of open strategic autonomy, followed by an analysis of policy actions in the field of FDI control. It also seeks to identify existing strengths and weaknesses, and upcoming challenges for the EU as it seeks to shape and guarantee open strategic autonomy.
