  • Descrição: Over 10% of the world population has disabilities; in developing countries, they may represent up to 15% of their population. Digital inclusion and citizenship are closely related, because they enable equal opportunities related to educatio, learning, wellbeing access to information. ICT benefit everyone, but it is of utmost importance to the disabled, because they help bridge the gap between what is impossible and possible. The purpose of this study is to discuss implementation of W3C guidelines to a public site built on an FOSS platform. The results of the processes and the new site are analysed as well as the implications arising from them. Conclusions: use of accessibility guidelines from the onset of the project; tests at begining, in the middle and during the launch as well as each time the site is updated.
