While preparing for Ecuador's eventual withdrawal from the Organization of Petroleum Exporting Countries (OPEC) in the fall of 1992, the government has moved quickly to approve a number of key development projects. It was, perhaps, no coincidence that the most important conference on Ecuadorian petroleum prospects in recent years was timed to coincide with the government's public confirmation of the pullout. All foreign companies operating in Ecuador attended, with details disclosed of projects planned or under way. With one exception, all key development projects still pending in summer 1992 have been approved. Two projects among those approved are producing oil - Oryx Energy Co. and Ecuador's Tripetrol SA. Additional new production is expected after May 1993 by Occidental Petroleum Corp., Ste. Nationale Elf Aquitaine, and Maxus Energy Co. After years of doldrums and indecision, Ecuador's petroleum sector suddenly seems headed for an upturn in the 1990s. That will be the case until after 2000, when crude exports will drop because of rising domestic consumption.
