Governing the moral economy of the labor market is no easy task. In collective bargaining, officials in centralized unions can easily fail by the very standards they help set in the minds of members in general and of lower-level leaders in particular. Such standards may be those that helped legitimize centralized authority in the first place. Failure to enforce norms can set two interdependent processes in motion.
