On 19 November 2009, head of state and government of the European Union name Herman van Rompuy as the first full-time President of the European Council and Baroness Catherine Ashton as the EU's new High Representative for Foreign Affairs and Security Policy. In the three weeks leading up to the dinner in Brussels at which the leaders announced their decisions, the selection of van Rompuy had become a virtual certainty. The choice of Ashton, however took aback even the nominee herself, who made no secret of her surprise that she had suddenly been elevated to one of Europe's highest-profile political posts. Each appointment drew praise and criticism, though not in equal quantities. Van Rompuy, a Flemish Christian Democrat who had served as Belgium's prime minister since December 2008, was regarded by Europe's political and bureaucratic elites as a shrewd, thoughtful politician deeply committed to the ideal of European integration and well-suited to the task of forging a consensus among national leaders sitting in the European council.
