  • Descrição: If the gravity of the problem of the greenhouse effect is to be judged by the language of the declarations issued at major international conferences, the world is in fact facing a dilemma of unprecendented proportions. For example, Canada's former environment minister, Lucien Bouchard, addressing the Symposium on The Arctic and Global Change in Ottawa in October 1989, emphasized that significant changes in the climate of the Arctic and its delicate ecosystem could have global implications. Bouchard called for a national debate on the mix of energy supply alternatives designed to meet Canada's needs for energy and protection of the environment. He made it clear that he favored more vigorous development of nuclear energy resources. Many North American environmental groups have consistently argued that the solution to the global warming crisis lies with improving energy efficiency and implementing renewable energy sources.
