Descrição: 지식질서란 무엇인가 지식질서란 지식의 생산과 유통 및 소비가 일정하게 조직화된 방식으로 이루어지는 상태로서 이해할 수 있다. 이러한 지식질서는 지식의 생산과 유통 및 소비를 둘러싸고 작동하는 정치적 권위의 구조와 밀접히 연관된다. 이러한 지식질서는 유사 이래 존재해 왔으며, 중세와 근대를 거쳐서 최근의 정보화를 계기로 하여 더욱 더 교묘한 형태의 권력을 발휘하면서 세계정치의 전면으로 부상하고 있다. 이러한 지식질서의 개념은 지식과 권력의 문제를 국제정치학적 의제의 가시적 구도 안으로 편입시킬 뿐만 아니라 지식을 둘러싸고 벌어지는 21세기 세계정치의 동학을 살펴보는 준거를 제공한다. 본 연구는 지식질서라는 개념이 기존 국제정치학계에는 다소 생소하게 들릴 수도 있다는 점에 착안하여 특히 다음과 같은 다섯 가지 그룹의 질문에 대한 대답을 구하면서 연구를 수행하였다. 첫째, 지식질서란 무엇이고, 그 구성요소는 무엇이며, 또한 이를 어떻게 측정할 것인가를 탐구하였다. 둘째, 지식질서가 어떻게 변화하는지, 그리고 이러한 변화는 구체적으로 어떠한 메커니즘을 통해서 서로 엮이면서 구조를 형성하고 작동하는지를 살펴보았다. 셋째, 지식질서의 구조변동이 군사, 안보, 경제, 문화, 정치 등과 같은 세계질서 전반에 미치는 영향에 대해서 살펴보았다. 끝으로, 지식의 세계정치는 동아시아에서 어떻게 발현되며, 글로벌 차원 지식질서의 구조변동이 동아시아 지역에 어떠한 영향을 미치며, 이에 대해 동아시아 국가들은 어떠한 대응 양상을 보이는가를 탐구하였다. 이러한 문제의식을 바탕으로 본 연구는 정보화로 대변되는 글로벌 지식질서의 변화에 대응하는 과정에서 구조변동을 겪고 있는 동아시아의 지식질서의 관념(ideas), 이익(interests), 제도(institutions) 측면을 동아시아 각국의 대응전략과의 상호작용 속에서 살펴보았다. 특히 정보화시대 동아시아 지식질서의 구조변동과 그 국제정치적 영향을 좀 더 체계적으로 분석하기 위해서 본 프로젝트는 크게 세 개의 주제그룹으로 세분하여 구체적인 사례연구를 진행할 것이다. 첫 번째 그룹은 동아시아 지식질서 자체의 구조변동을 다루었다. 특히 지식질서의 구조변동을 구체적으로 파악하기 위해서 세 가지 지식의 개념적 층위별로 나누어 i) 기술지식의 질서, ii) 과학지식의 질서, iii) 이념지식의 질서 등의 세 범주를 선정하였다. 두 번째 그룹은 지식질서의 구조변동이 동아시아 국제질서 전반에 미치는 영향을 다루었다. 특히 동아시아 국제질서의 각 분야별로 발생하는 구조변동을 구체적으로 파악하기 위해서 국제정치의 제 분야별로 나누어 지식질서의 구조변동이 i) 군사질서, ii) 안보질서, iii) 정치질서, iv) 무역* 금융질서, vi) 문화질서의 변동에 미치는 영향을 검토하였다. 세 번째 그룹에서는 계량적인 데이터를 통해서 파악할 수 있는 지식질서의 모습을 정보 인프라, 인적자원, 지식자원, 메타지식의 네 가지 측면에서 검토하였다. 이러한 작업을 시도하는 본 연구 프로젝트의 의의는 20세기 후반 이래 진행되고 있는 근대 국제정치의 변화에 대한 이론연구를 지식이라는 구체적인 변수의 추가를 통해서 발전시키는 데 있을 뿐만 아니라 추상적인 이론화의 작업이 안고 있는 자기한계를 구체적인 경험적 사례연구를 통해서 보완한다는 데에서도 발견된다. What is "knowledge order" Simply speaking, knowledge order means organized arrangements or patterns of producing, circulating and consuming knowledge. Knowledge order as understood in this way is closed related to the existing structure of political authority operating to produce, circulate, and consume knowledge in global politics. This kind of knowledge order has been existed since the human history began, and evolved through the medieval and modern times to the so-called information age of our time. Obviously the concept of knowledge order is a barometer to help us understand the dynamics of global politics driven by the development of information technologies and other related social transformation. This project explores the conceptual and empirical aspects of knowledge order, which are still brand-new theme in International Relations, and especially focuses on the following five groups of research questions. First, this project explores what knowledge order is, what elements constitute the order, and how the order should be measured. Second, it explores how the order transforms in a structural sense, and in what mechanism the knowledge order consequently produces a new structure of global order in the information age. Third, the transformation in knowledge order affects that in global politics in general, such as military, security, political, economy, and cultural arenas. Finally, it explores how the global politics of knowledge is reflected in the East Asia region, and how East Asian countries are coping with the above challenges. Having these research questions in mind, this project examines the structural transformation of the East Asian knowledge order from the perspective of triadic variables -- i.e., ideas, interests, and institutions. In particular, it focuses on three groups of empirical and conceptual topics. The first group of topics deal with the East Asian knowledge order per se -- especially three aspects of i) technological knowledge order, ii) scientific knowledge order, and iii) ideological knowledge order. The second group examines the impacts of knowledge order on the East Asian regional order in a broader sense -- i.e., military, security, political, economic(trade and finance), cultural arenas. The final group of topics collects and interprets quantitative data concerning the knowledge order at the global as well as East Asian level. It particularly looks at four layers of knowledge order -- i) information infrastructure, ii) human resources, iii) knowledge researches, and iv) meta-knowledge(knowledge imposes order on substantial knowledge).
