  • Descrição: This paper aims an empirical study of the public hearings on the concentrated control of constitutionality in the Supreme Court, from the analysis of the influence of the debates held in the hearing on the formation of the conviction of the judges. Through empirical research, supported by bibliographic research; and also through descriptive, pure, quantitative and qualitative research, it seeks to verify whether public hearings are in fact democratic instruments or just mechanisms of democratic pretense. In this paper, it was concluded that, given the need for the image of a legitimate and democratic judiciary, an illusion was created that public hearings correspond to an effective social participation in debates of national relevance, however the reality is different.
