  • Descrição: The article describes the history of legislation which led to the creation of National-Cultural Autonomous regions in Russia. The problem in creating such regions traditionally has stemmed from the fact that ethnic minorities are spread across the country, so that any proposed region will never include everyone of a particular ethnicity. National cultural autonomy was never fully implemented in the Soviet Union, and despite a proposed 1990 law that would have created such entities, no law addressing the issue in the Russian Federation was passed until 1996. The creation of National-Cultural Autonomous regions at the federal level accelerated with the onset of the Vladimir Putin era, and today there are seventeen such regions. K. Cargill
