Descrição: Provided is a congressional study which analyzes the interactions between contemporary practice of science, technology, and the formulation and conduct of U.S. foreign policy. Six cases illustrating the interaction of science, technology, and diplomacy are reviewed and six general issues, including topics such as nuclear power, seabed resources, U.S.-Soviet relations, global health, U.S. scientists abroad, and the brain drain, are addressed. A series of six essays then examine the studies and issues on the general theme of the interaction of science, technology, and diplomacy. General findings indicate that U.S. diplomacy, policy formation, and policy execution has neglected technological expertise and managerial skills. (SL)
